"Administrative Regulations on the Safety of High-Span Hanging Operations in Jiangsu Province" (Trial)

Chapter 1 General Provisions

Article 1 In order to strengthen the safety management of high-rise suspension operations, protect the life safety and health of operators, and ensure the safety of construction operations at high altitudes, these Regulations are formulated in accordance with the relevant laws, regulations and standards for safe production such as the "Administrative Regulations on the Supervision and Administration of Safe Production in Jiangsu Province". .

Article 2 These regulations apply to enterprises engaged in the cleaning and decoration of buildings' exterior walls and billboards and enterprises that lease suspension equipment within the province.

Article 3 The high-pitched operations referred to in these Regulations refer to the operations carried out by using ropes to suspend equipment from the upper part of the building and along the façade, on equipment specially equipped with workers and their tools.

Chapter II Security

Article 4 The enterprises operating at high altitudes must establish and improve the responsibility system for production safety, and formulate the following rules and regulations and strictly enforce them:

(1) Safety production responsibility system;

(2) Safety regulations for hanging at high places;

(III) Construction process plan;

(4) Safety procedures for hanging equipment;

(5) Technical specifications for installation and commissioning of suspension equipment;

(6) Safety inspection system for suspension equipment;

(vii) Suspension equipment maintenance, repair and maintenance system;

(8) The system of issuing and wearing labor protection articles;

(9) Safety training assessment system for operators and equipment installation and maintenance personnel.

Hanging operations companies must do a good job of recording and archiving the implementation of the above system.

Article 5 The design and manufacturing units of high-rise suspension equipment must be designed and manufactured in strict accordance with GB5083-85 "Safety and Sanitary Design Standards for Production Equipment" JG5027-92 "Safety Rules for Working Baskets at High Positions" and other standards and technical specifications. The safety of the manufactured equipment is responsible. The design master should have the signature of the person in charge of the design and the auditor and affix the official seal of the unit.

Enterprises that manufacture high-rise suspension equipment must obtain corresponding qualifications. The products are certified by the relevant quality and safety performance of the relevant provincial departments. The safety performance test of the equipment is carried out by a safety technology inspection agency approved by the provincial safety production supervision and management department.

Article 6 The special labor protection articles such as hanging operation equipment and electrical appliances, mechanical safety accessories, safety devices, safety ropes and safety belts must comply with the relevant national safety standards or industry standards. Suspension equipment shall establish products and use, inspection, repair and maintenance files one by one.

Article 7 Tools, equipment, cables, water pipes, etc. used for hanging work at high altitude must have reliable anti-fall measures.

Hanging workers at high altitudes must be able to use the safety belts and safety ropes correctly and skillfully.

The upper end of the safety rope should be firm and reliable. When using, the safety rope should be basically kept perpendicular to the ground, and the operator's remaining rope should not exceed 1 meter. No special safety measures are forbidden to use two safety ropes at the same time. Article 8 The area where the work site is suspended shall be secured at a high place and the surrounding environment shall be kept safe. A warning line shall be set below the operation, and there shall be guarded by anyone. In the conspicuous place, a sign prohibiting entry shall be set.

Article 9 The suspension work at a height shall not operate in heavy weather such as heavy fog, heavy rain, heavy snowfall, strong wind (wind speed 10.8m/s, equivalent to gust 6), and no lighting at night. Do not work up and down in the same vertical direction. Operation is prohibited when there is no special safety precaution in the area 10 meters away from the high voltage line.

Article 10 Persons suffering from high blood pressure, heart disease, fear of heights, etc., who are not suitable for working at height shall not engage in high-hanging operations.

High-hanging workers have the right to refuse to carry out high-hanging operations if the body is not adapted or the safety is not guaranteed.

Article 11 Construction companies must carry out safety inspections on hanging equipment. The safety inspection is divided into daily inspections and periodic inspections. The daily inspections are conducted by the team before going to work. Periodic inspections are organized by the company's safety management department. The regular inspection records are signed by the person in charge of the company's safety management department and filed for archival filing. Among them, the steel wire rope should be inspected once before each construction, and should be lubricated at least once a month; seated climbing boards and safety ropes should be checked once before each construction.

After the new installation, overhaul, and hanging basket device that is idle for more than one year, the safety performance inspection must be conducted by a qualified safety inspection agency according to the “Safety Regulations for High-Side Operating Operations”.

Article 12 When a building is limited in structure and suspension equipment cannot be used, relevant safety measures must be implemented. After being signed by the responsible person of the construction company, the board can use the seated climbing board or suspension device that has passed the inspection by the safety technical inspection agency.

Article 13 The leasing enterprise that suspends equipment shall ensure the safety performance and reliability of the equipment, and shall issue an equipment safety license and safety performance inspection report. At the same time, it shall sign a leasing contract to be responsible for the safety performance of the equipment leased.

Chapter III Enterprise Safety Qualifications

Article 14 The high-hanging operating companies, suspension equipment leasing companies, and installation and maintenance units for hanging operation equipment must obtain the “Jiangsu Province High-level Suspended Operation Safety Qualification Certificate” approved by the provincial or provincial-level safety production supervision and management department ( In the following, the “Safety Qualification Certificate” can only be used for the leasing, installation and maintenance of high-hanging operations and suspension equipment.

Article 15: The high-level suspension operations enterprise's safety qualifications are divided into three levels: the three-level construction enterprises can undertake construction projects of the following 7-storey buildings or 25-meter-long buildings; the second-level construction enterprises can undertake 14-storey buildings or 50 Construction projects with hanging structures below meters; Level 1 construction companies can undertake all construction projects with high hanging operations.

The basic conditions for the qualification level of high-level suspension operations are shown in Appendix II.

Chapter IV Corporate Safety Qualification and Management

Article 16 The production safety supervision and management departments at all levels shall supervise and manage the safety of high-level suspension operations in accordance with the relevant laws, regulations and provisions for production safety.

> Article 17 The high-hanging operating companies, the leasing companies suspending equipment, installation and maintenance units shall submit an application for safety qualification accreditation to the local safety production supervision and management department, and fill in the application for safety qualification appraisal of high-hanging operating companies in Jiangsu Province. (Annex 1) in triplicate, and submit the following information:

(1) business license or copy of the company;

(2) The legal representative's safety qualification certificate, professional technical title qualification certificate and special operation personnel's operation certificate;

(3) The list of equipment for suspension operations, safety facilities, special labor protection supplies, and necessary safety performance testing and inspection equipment;

(d) the operating personnel roster;

(5) safety regulations and relevant technical data;

(6) The basic information of the company and the evaluation data for completing the main high-hanging operation project;

Article 18 After the construction enterprise that has applied for the third-grade safety qualification is signed by the county (district) level safety production supervision and management department, it shall be reported to the safety production supervision and administration department of the provincial municipality for approval.

After the construction companies that have applied for the first and second grades of safety qualifications have signed the opinions of the county (district) and municipal safety production supervision and management department, they are reported to the provincial safety production supervision and management department for approval.

Provincial and subordinate construction companies may report directly to the provincial safety production supervision and management department for approval.

Article 19 The production safety supervision and management department shall organize or entrust a safety production intermediary agency accredited by the State Administration of Work Safety to form an inspection team, and press the “Detailed Rules for the Accredited Recognition of Safety for Suspended Operation in Jiangsu Province” (Annex 3). It is required to conduct a review and assessment of enterprises with high hanging operations, and after passing the review, they will be reported to the municipal or provincial safety production supervision and management departments and issued to the corresponding "Jiangsu Province High-level Suspended Operation Safety Qualification Certificate."

Article 20 The "Safety Qualification Certificate" is valid for four years. Once every two years, the inspection and verification will be conducted. The certificate-holding company shall apply for the renewal of the certificate in accordance with the above-mentioned relevant regulations three months before the expiration of the validity period.

Article 21 The units that have newly added or applied for upgrades to the high-hanging operations shall apply for approval procedures according to the provisions of the present Measures.

Article 22 Other provinces engaged in high-level suspension operations in the province shall hold the "Safety Qualification Certificate" issued by the province (city) where the unit is located. After going through the procedures of the Provincial Safety Supervision and Administration Bureau, they may engage in hanging at a high altitude. Job and other work. If the province where the unit is located has not yet carried out this work, it shall be handled in accordance with Articles 17, 18, and 19 of these Regulations.

Chapter V Legal Liability

Article 23 The project owner shall verify and confirm the “Safety Qualification Certificate” of the construction company before it can contract the high-hanging operation items to the construction; otherwise, the owner unit shall bear corresponding responsibility.

Article 24 In any of the following circumstances, the production safety supervision and administration department shall issue a warning, order corrections, suspend use, and revoke the "Safety Qualification Certificate"; and request the industrial and commercial department to write off the qualifications of its high-hanging operating operations.

1. Serious violations of laws, regulations, standards and these measures;

2. Declaring safety qualification materials falsified;

3, arbitrarily leapfrog construction;

4, forging, lending, transfer of "safety certificate";

5. Do not accept the supervision and inspection of the safety production supervision and management department;

7, concealed accidents are not reported;

8. A fatal accident occurred.

Article 25 Where an enterprise that hangs at a high place or a leasing enterprise that suspends equipment violates the laws and regulations on production safety and causes serious consequences, it shall be punished according to relevant regulations.

Article 26 The installation and overhaul personnel intentionally issue false inspection reports. The safety production supervision and management department shall cancel its qualifications for installation and maintenance, and if serious consequences are caused, legal liabilities shall be investigated according to law.

Article 27: The safety supervision and management personnel and the testing personnel of safety technology testing institutions shall be given administrative sanctions if they abuse their powers, neglect their duties, or engage in malpractices for personal gains. If a crime is constituted, they shall be brought to justice by the judicial authorities.

Chapter VI Supplementary Provisions

Article 28 These regulations shall come into force on the date of promulgation.
