It is agreed that 39 alliances such as the Strategic Alliance of Technology and Innovation of the Antibody Drug Industry will carry out pilot projects for industrial technology innovation strategic alliances (see the annex for the list), and the pilot period is 2 years. All pilot alliances should carry out pilot construction and operation, focus on cultivating and developing strategic emerging industries and upgrading traditional industries, actively explore and establish a long-term mechanism for cooperation in production, education and research, strengthen industrial technology research and development, innovation and diffusion of results, improve industrial technology innovation chain, and promote small and medium-sized enterprises. Innovative development, enhance the core competitiveness of the industry, and provide experience for the healthy development of more alliances. The Ministry of Science and Technology will strengthen the tracking and guidance of the pilot alliance, increase the support of the science and technology plan, the innovation base and the science and technology policy to the alliance, and organize the assessment and assessment after the expiration of the pilot.
