The new salt reform plan contains six major contents

According to the insiders of the China Salt Association, the seventh edition of the salt industry reform program has been approved by the relevant departments such as the Central Office, the Ministry of Finance, the Ministry of Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Food and Drug Administration and the Legislative Affairs Office. The new program is divided into six parts, including the abolition of salt franchise, a sound salt reserve system and other content.

The salt industry reform plan consists of six parts: First, the guiding ideology and objective principles of the salt industry reform; Second, implement the strictest food supervision system after the elimination of the salt franchise and license management system; Third, improve the salt reserve system and ensure the salt The fourth is to speed up the adjustment of the salt industry system to enhance industrial competitiveness; the fifth is to improve laws and regulations and implement salt management according to law; and sixth is to strengthen the leadership to implement various tasks.

In the contents of the new salt industry reform plan, the abolition of the salt franchise and the establishment of the salt reserve system are the two most concerned by the capital market.

According to the regulations, the salt franchise will be abolished from 2016, allowing existing fixed salt companies to enter the market, allowing salt circulation production companies to operate across regions, liberalizing the prices of all salt products, and liberalizing the use of other salt such as small industrial salt.

Regarding the sound salt reserve system, a member of the China Salt Association told the Great Wisdom News Agency that the association’s opinion submitted to the National Development and Reform Commission is to establish two levels of reserves at the central and local levels. The national reserve is under the responsibility of China National Salt Corporation and the local reserves are under the responsibility of the local salt industry company.

In addition, the China National Salt Association recommends that the central government should provide policies to provide financial subsidy to the old and the poor areas, the central government, and local governments to reduce the responsibility of the salt industry.
