On June 29, 2015, the Department of Social Development Science and Technology of the Ministry of Science and Technology and the Department of Resource Management and Configuration organized relevant experts in the “Twelfth Five-Year†National Science and Technology Support Program project organized by the State Administration of Safety Supervision in Beijing. The research and demonstration" (2012BAK03B00) was accepted. The acceptance experts from the research institutes of universities and colleges such as Shanghai Jiaotong University and the main researchers of the project team attended the meeting.
Since the implementation of the “Research and Demonstration of Chemical Storage and Transportation Safety and Protection Technology†project in 2012, through three years of scientific and technological research, significant progress has been made in key technologies such as prevention of major explosion accidents in oil tank areas. The safe operation of the field and the steady development of the national economy have played an important role in supporting science and technology and achieved significant social results.
The main achievements of the project include: (1) Forming a systematic solution for lightning risk prevention of large-scale tank areas including lightning warning, lightning monitoring and positioning, lightning protection equipment, etc., exceeding the performance indicators of similar products at home and abroad, achieving lightning 30- 90 minutes early warning, the large tank anti-lightning capability increased to more than 100kA, the results have been demonstrated in the application of multiple tanks in Sinopec Pipeline Storage and Transportation Company. (2) Developed a variety of gas safety test three-in-one devices, which can be used to quickly determine the safety of gas or gas mixtures under unstable, oxidizing and variable temperature and variable pressure conditions. The main technology is the first in China and has been in Shanghai. Promotion and application in Pudong International Airport, Qingdao Airport and Wuxi Airport. (3) Developed a complete set of technology for the evaluation of the use of hazardous chemicals in storage pressure vessels, including the rapid detection technology of the damage phase of the pressure vessel based on metallographic and hardness after the fire, and the evaluation of the damage status of the defect-free and defective pressure vessel. The life prediction method can quickly and effectively evaluate the safety of hazardous materials storage and transportation pressure vessels after fire. The related technologies have been applied in many units such as Fujian Refining and Chemical and Daqing Petrochemical. (4) System research solved the problem of water curtain system setting and surrounding rock seepage control of groundwater sealing caverns, and developed four kinds of crack anti-seepage treatment materials that can meet the requirements of engineering anti-seepage. The related results have been sealed in Huangdao Groundwater and Zhanjiang oil reserve water seal caverns and other projects in the application of demonstration. (5) Developed an oil and gas leakage accident warning notification system based on the address-based FM radio technology, which can quickly and accurately issue alarm information to the public in the affected area under the premise of intelligent control alarm notification. The relevant results have been obtained in Shengli Oilfield. And the application of sulfur-bearing gas fields in Sichuan and Chongqing. (6) A production line of X-ray anti-scattering explosive source detectors has been built, in which the core component of the detector is a dangerous source scanning image intelligent identification system that solves the scanning imaging process, the human body shape, the wearing of clothing and the openness of its imaging environment. The effect has realized the function of low-dose, rapid and qualitative identification of dangerous sources carried by human body. The products have been applied in the demonstration of Tianjin Public Security Bureau Hongqiao Detention Center, Beijing South Lanzhou West Station and Urumqi Fourth Asia-Europe Expo.
The acceptance expert group reviewed the relevant inspection materials in detail, listened to the report of the project team, and conducted questions and discussions. It believed that the project successfully completed the task of the approval of the project, the use of funds was basically reasonable, and the requirements of the assessment indicators were met. The project results were significant. The innovation provides technical support for the safety and security of hazardous chemicals storage and transportation, and unanimously agrees to pass the acceptance.
